The strength of arms we have put in this iron. And it is so that Allah subhanahu wa ta'ala wants to see who are his faithful servants and bondsmen, really believing in him and his messengers, who are ready to take this power of steel and iron in their hand, and to fight against those who want to obstruct the way of Allah subhanahu wa ta'ala, to obstruct the establishment of the just social order given by Allah subhanahu wa ta'ala. But Quran has not, you know, abrogated this institution totally. Why? Because I know it for sure that there is going to be jihad fi sabilillah. Before the end of this world, true jihad will take place. And the domination of this Islamic system over the whole of the globe will take place. At that time, there might indeed arise a need for this institution to be invoked. What to do with the prisoners of war? Keep them in the concentration camp? If you can exchange, okay. But there can be situations where the prisoners of war cannot be exchanged. Now, keeping them in the concentration camps, why not to absorb them into the Muslim society? Divide them among Muslims. And Muslims with their good treatment and calling toward the deen of Allah will convert most of them to Muslims. And those women also, they will become—although they will not be equal in status to the wives—but you know, if a Muslim has a concubine, and if he frees her and marries her, it's a work of high virtue. Very commendable. Give her the status of your wife. Very commendable.English original

And from everybody that is taken what Allah subhanahu wa ta'ala has decided to be taken. All these rights and obligations are to be fixed by the sharia, the book. ... Then he organized them into a party ... Then there was jihad with sword. Now when this phase of armed conflict has started, it should continue till that time that all fitna is finished, all rebellion against Allah subhanahu wa ta'ala is suppressed, and the deen system totally comes under Allah.Prays for killing or destructionRejection of Secular LawRejection of Church-State SeparationDivine Law over Democratic LawExploiting Tolerance
English originalWho are those faithful people who dare take this power of hadeed into their hands to fight out those who want to obstruct the established deen of Allah, … who wants to perpetuate the system of tyranny, of exploitation or of discrimination? Then you have to fight them out. So this ayah, as I told you, is very clear, rather naked ayah on the revolutionary process that even force is to be used. Don’t hesitate to say that actually. But who will use the force? People. … And when they have come, now they weld them into a party, into a force, train them, make them habitual to a discipline, … and be ready to sacrifice everything for the cause of Allah. Then only a wrong and unjust system can be uprooted, and the just social order given by Allah can be established.Prays for killing or destructionRejection of Secular LawDivine Law over Democratic LawExploiting Tolerance
English originalThere is a higher level also, and that is the level of Iqamatud-din. When you have to establish the deen of Allah, that requires a revolutionary struggle. And in a revolutionary struggle, you have to come face to face with the enemies of Allah, fight them in battles. And there, you know, this character, that won't do. Now you have to kill the enemies of Allah because Allah subhanahu wa ta'ala has already purchased the lives and worldly belongings of the Momins in return for Jannah. And that is why now they are going to war for the cause of Allah, and they are killing others, the enemies of Allah, who are opposing the establishment of Islam as a deen, as a system of life, as a politico-socioeconomic system. And they are being killed also. They are laying down their own lives. They are being martyred.Prays for or praises terroristsRejection of Secular LawRejection of Church-State SeparationDivine Law over Democratic Law

A time might come when you are required to go to the battlefield to fight against those who are enemies of Allah, enemies of Prophet, enemies of Islam, who are obstructing the way of the implementation of Islam. English originalThen those people were called to wage jihad for the cause of Allah. … And then it was made clear that the highest spiritual level for a Muslim is when he goes to war for the cause of Allah. He becomes the beloved of Allah. … So these are the three phases, terminal phases of every revolutionary struggle. A revolutionary party, which should challenge this existing system passively and then actively, and it might turn into an armed conflict.English original
And as you must be knowing, the hadd, the punishment that our deen has prescribed, is different in two different conditions. If the man or woman is married, then stoning to death. Although it has not been expressly mentioned in the Quran, but it is the law of the Torah which was continued by the practice of Muhammad, peace be upon him. Law of the Torah, which Muhammad, peace be upon him, made imperative, applicable to the Muslims. And he himself ordered the stoning to death of two or three persons who came and themselves, they themselves said that we have committed this crime. Either a kafir who is harbi, with whom war has already been declared. ... A Muslim, if he's married and he commits adultery, then stoned to death. ... Third, a Muslim, if he has murdered any Muslim willfully, then maybe the person who was murdered, if his, you know, relatives, they forgive him, they can do it. If they accept the blood money, it's also possible. But if they demand, “No, life for life,” then his life will be taken. ... And a murtad. In Islamic state, a Muslim, if he converts from Islam, he leaves Islam, goes outside the pale of Islam, he has to be murdered, he has to be killed. Life has to be taken. ... This human life can be taken only when it is required by justice and law, the law of Sharia.English original
Just right now, people are scared to implement Sharia. Sharia is very clear what we're going to do with that guy. Sharia does not believe in immediate killing. Because you've caused so much harm, you've inflicted harm upon so many souls, and you are considered as a Mufsid, Sharia immediately orders that you are crucified, you are hung, and your limbs are cut off until you die. For everyone to see that and to say, "I can never cause corruption again." And that's clear in the Quran. So all citizens have to pledge themselves to listening and obeying to him, as there was the bay'ah with Abu Bakr, with Umar, with Ali, with Usman Radi Allahu Ta'ala anhum ajma'een. If there is no state, now to bring about a revolution, to establish the state, for that Iqamatud-din, there should be a party. And then, you know, this party is with an Amir. What happened was, in the time... This is a part that reflects or is connected to current events. Muslims still hadn't understood how terrible secular governments are. In the time of Muawiya, people were not clear that a government that's not divine, how terrible that is, what a tragedy that is, what a nightmare that is, just like now. Many Muslims, many Muslims are not aware of how terrible a secular government is. So what happens is, in order for the world to get ready for the Imam of the time, they have to want divine rulership. They have to learn it's the system of Yazid, not just Yazid at that time... It is He who had sent His messenger, Muhammad Sallallahu Alaihi Wasallam, the last and final prophet and messenger of Allah sent to all mankind. He sent him with what? He sent two things with him: the final guidance. Guidance was coming to the people from the time of Adam as guidance. What was in the Torah? What was in the Injil? Guidance and light, guidance and light. The guidance has culminated and reached its climax in finally the guidance, the final guide of the Quran, the true deen, the true way of life, the true social order, the true worldview. What for? Honoring the honorable or humiliating the ones who don't accept Islam and don't enter into Islam. So Islam will enter every house, will enter every house. ... As for those who decided to remain on, you know, their own faith, well, they have to pay the jizya, but they would be subdued by Islam. The weak will have to accept ... the supremacy of Islam, which means his house or tent is now under the deen of Allah Subhanahu wa ta'ala, and has no choice either to accept Islam or to submit to the divine law.English original
It would lead to that day when la ilaha illallah would rule over every aspect of the lives of humanity. Rahmatan lil alameen, not lil muslimeen. Rahmatan lil alameen. When la ilaha illallah would rule over our political lives, mankind, our social lives, our economic lives, our personal lives, worship, even ibadah. It's supposed to be over there.English translationIn Western democracies, the peoples are the source of authority and the source of the legal system. That is, parliament is what declares things lawful and unlawful; it is a lord in place of the Lord, so to speak. [An unclear word, possibly "gambling" or "betting"] is lawful, lawful. Sexual deviance (homosexuality) is lawful. Marriage contracts between men and men are lawful. Who made these lawful? Parliament, because the source of the legal and legislative system is human beings, the whims of human beings. [Whereas] Allah, glorified and exalted is He, has removed the hand of human beings from legislation and made the decisive proof and the highest ruling the Sharia. [He gave the ummah the right to authority. What does authority mean? It means appointing its rulers, monitoring them, and removing them. But everyone, ruler and ruled, is under the authority and sovereignty of the Sharia.] So if the ummah is above the government, then the Sharia is above the ummah and above the government. The decisive proof and the highest ruling is the Sharia. What is lawful and unlawful is referred back to Allah, mighty and majestic is He, and to the Prophet, peace be upon him.Original, Arabic

we do not have a society that is fully governed by the principles of our noble deen we know that we know it very well the islamic sharia is nowhere followed in the world in its true spirit or word and spirit we do not have it what's to be done what should we do we should strive to create such a society that is our responsibility a society based on a system of social justice as mentioned in the quranEnglish original
one of the purposes Allah was to make this Deen prevalent over the whole entire man-made system the whole entire man-made system he did his job he made it prevalent and dominant in Arabia and the sahaba and his footsteps made it dominant over a vast area of the globe and then we know what happened in our history when we put the book of Allah behind our backs and we paid attention to the Dunya what happened we lost the khilafa... Allah sent his Messenger to make this Deen and Islam Prevail and prevalent and dominant over all man-made systems is not with us to do our job it is our job nowEnglish original
So you have two Deens now. Pick one. Allah sent his messenger to make this Deen, Al Islam, prevail and prevalent and dominant over all man-made systems. The Prophet Muhammad Sallallahu Alaihi Wasallam is not with us to do our job. It is our job now.English original
Is it the Judgment of ignorance that you're asking for? And in tafsir of this verse the scholars say every judgment other than the Judgment of the Quran and the Sunnah is the Judgment of ignorance. Any legal code in Wayne County that doesn't conform to the Book and the Sunnah is the judgment and the rule of ignorance. Any legal code in Missouri that doesn't judge according to the Sharia is the Judgment of ignorance. Anything in what they call their constitution that doesn't judge according to the Book and the Sunnah is the Judgment of ignorance.English translationAuthority belongs to the nation (ummah) but sovereignty belongs to Sharia. Sovereignty for Sharia means we refer back to God and His Messenger, peace be upon him, in matters of lawful and unlawful, the fixed and the variable. Referring back to God and His Messenger means returning to Him and being bound by God's command, His teachings, and the etiquette of Sharia in matters of governance and sovereignty. Therefore we believe with certainty that judgment/rule belongs to God, so it is not permissible for a president, minister, king, sultan, director, anyone, or even a people, to permit what God has forbidden or forbid what God has permitted, this belongs to God.Original, Arabic
English translationDoes democracy have reservations? Yes, and we, in the previous lecture, I mentioned that I personally agree with democracy except on the matter of the source of legislation. The source of legislation is God, exalted and glorified, since it is not permissible, not permissible, for a president, nor a king, nor a minister, nor an individual, nor a nation, nor anyone, to make lawful what God has forbidden or to forbid what God has made lawful. Judgment belongs to God alone. He alone is the one who makes lawful and forbids.Original, Arabic
English original
there must be leadership chosen by the people and the job of this to maintain Sharia and take care of the needs of the people... that's Sharia needs government and government's job is to implement Sharia... so Sharia needs government and the government needs system and the system is Sharia right and the people should choose this government based on their commitment to Sharia and fire this leadership based on their negligence of ShariaEnglish original
our leader said no we're a theocracy and there were scholars who say this is dangerous because how can you establish an islamic rule when we're not perfect but allah in the quran is telling us struggle and establish justice struggle we can't wait for imam mahdi to establish we have to be participants in establishingEnglish original
of tawheed is its clear negation of Authority for any human being or a group of people and this is the climax of what can be considered a revolutionary ideology Authority sovereignty is to Allah and Allah alone man has no right to claim to be Sovereign or to be an authority or for that matter for the people to be Sovereign or in AuthorityEnglish original
At the political level we are taught that rule and authority rests with Allah subhanahu wa ta'ala and none else. Any person or any group of people claim sovereignty for himself or themselves, they are in reality rebelling, revolting against Allah subhanahu wa ta'ala. When you say, "I have the authority to do this or do that, or to change a law and to make what haram halal and what halal haram," now this is a great injustice.English original
in any socio-political economic order if the order is not of that of allah subhana wa at least three major evils are committed one at the political level where sovereignty is not to god almighty rather he is challenged by the people by the kings who legislate according to their hawa and not according to divine guidance this is in Islam called shirk fil hukmEnglish original
No legislation can be done here repugnant to the Quran and the Sunnah. The limits laid down by the book of Allah and the limits laid down by the Sunnah, practice of Muhammad Sallallahu Alaihi Wasallam, they have to be observed anyhow. Within this circle,English original
When Allah is sovereign, his laws are to be executed without any change. Not even hundred percent of the population of a country can change the divine law. Only where there's no commandment from Allah, there you can make a judgment, Ijtihad.English original
not even what we speak of fifty-one percent, not even one hundred percent of people can change that law. This is the sovereignty of Allah. This is deen-ul-malik. This is deenullah. And today, what the whole of humanity holds in high esteem is deen-ul-jamhur, popular sovereignty, sovereignty of the people. Now, this is actually the system of obedience, which is deen. And the true system of obedience is only deenullah, deen-ul-haq. ... All other sovereigns are false, wrong. Sovereignty belongs to Allah only. This is actually to establish this system over all these systems, over the whole system of lifeEnglish original
The sovereignty in Saudi Arabia belongs to a family. Sovereignty in democratic countries belong to the people. Islamic state, about which we can only visualize. Nowhere on this earth, not on even single square inch of earth, the sovereignty of Allah is established at this time. That can be only visualized or imagined. But sovereignty has to be total. You can't divide the sovereignty. And this is shirk, to divide sovereignty.English original
If you are living in a country or a society or a state where the word of Allah is not supreme, the law of Sharia is not supreme, sovereignty is not accepted for Allah, then you are, so to say, at constant war with that society. And you have to struggle continuously to change the system and establish the system of caliphate in the footsteps of the prophethood. And for that, you must have a party.English original
to establish the deen of Allah as supreme. Li yuzhirahu ala dheeni kullihi. And this could be done only through a revolutionary struggle to change the system. If you change the system monarchy to democracy, you need a revolution. If you change the system of capitalism to communism or socialism, you need a revolution. If you want to change the system of the obedience to kings or the obedience to the public, to the obedience to Allah, you need a revolution. And for that you need a party which should wage jihad.English original
This concept of divine sovereignty is very crucial. Because whosoever claims sovereignty, actually he is claiming to be equal to Allah. He is in revolt against Allah. He is in rebellion against Allah... Irrespective of whether he's a person or he's a nation or a whole population of a country. Popular? Popular sovereignty. It's rebellion against Allah... who sent his messenger that is muhammad with al-huda the guidance the book and quran and the deenul haqq the just system of life the just social order and what for to make it supreme so that you know allah's social order allah's political social economic system is established and the basis of that system is divine sovereignty... there can be no hukm no authority except with allah subhanahu wa ta'alaEnglish original
at least we are listening to sermon some of the knowledge of islam comes to us it should continue but please note it that all these things are not to the full reality of islam till that date that we establish an islamic state and the real caliph, he leads the Islam, the prayer of congregation of Jummah, and he delivers the khutbah ... the state and religion become one this dualism and duality disappears ... may allah give us the courage to establish that real islamic stateEnglish original
You have to struggle hard... you have to uproot the existing system first... It requires heroic struggle... A revolutionary struggle. And for that revolutionary struggle, the basic term of Qur'an is jihad fi sabheelillah... For jihad you need a party, unless you have a party, strong party, disciplined party consisting of committed people, devoted people who are ready to sacrifice everything.English original
Those people out of the progeny of Adam who claim sovereignty, they are in rebellion against the sovereign. They have revolted. So the minimum punishment for them is that they lose their right of vicegerency. Actually, they must be brought to the book. Their rebellion must be crushed. They must be dealt with as rebels. ... So now vicegerency is for Muslims only, who submit to the will of Allah, not to the non-Muslims.English original
If the majority want to have tea, okay. Within this circle you can have democracy. But this democracy is not based on popular sovereignty. It doesn't give you absolute authority to frame any law. No. You can frame law, but within the limits of the Sharia. You can't transgress the limits of the Sharia. You can't exceed the limits of the Sharia. You have to work within the limit, within that circle.English original
Now the climax of all these guidance has reached Al-Huda, Al-Quran. There is nothing to top this guidance. No American constitution. No Magna Carta, you know, whatever of England. No other... No matter how beautiful they are, and they are indeed because they talk about human rights and all that. Let's admit that, you know, they're great documents without a doubt. But nothing can top the guidance of the Quran... At the political level, sovereignty belongs to Allah. That's it. No one can declare sovereignty neither to himself nor to themselves. We the people... when you say, we the people have the right to do whatever we want to do to declare whatever halal, halal and whatever haram, haram. No, you can't do that. Allah is the only rightful ruler. He's the only judge. He's the only lawgiver that tells us what's right and what's wrong. Who can legislate for us?English original
At the political level, sovereignty belongs to Allah. That's it. No one can declare sovereignty neither to himself nor to themselves, we the people. Yeah, we the people under the supremacy of Allah, there's nothing wrong with it. But when you say, we the people have the right to do whatever we want to do, to declare whatever halal halal and whatever haram haram, no, you can't do that. Allah is the only rightful ruler. He's the only judge. He's the only lawgiver that tells us what's right and what's wrong, who can legislate for us. And if we live under that, we will be happy.English original
Glory be to Allah. So the democracy of Islam will be limited to the injunctions of Allah subhanahu wa ta'ala, the injunctions of the Quran and the Sunnah. Within these limits now, within these limits there can be majority; one may follow the majority. So ... means as long as it is within the Sharia there is no harm in voting and going by the majority, but anything outside of that, Allah subhanahu wa ta'ala said, do not follow.English original
So we have a frame of reference, and the frame of reference is our sharia, the book of Allah and the sunnah of the Prophet ﷺ... Thus the struggle for iqamah al-deen, the struggle for the reestablishment of the just social order of Allah subhanahu Wa ta'ala of Islam.English original
Sovereignty of the people, for example, is the biggest shirk of today. Sovereignty belongs to Allah, but when you put yourself in a position to legislate against Allah, Glorified and Exalted is He, then you are a partner with Allah; then you are committing shirk, and this is the biggest shirk of today.English original
So first of all, you have to accept the sovereignty belongs to Him. There’s no authority to govern except Allah. He’s the only person authorized to govern. Nobody else is a governor or a king. ... It’s absolutely immaterial whether he is a person, he’s a king, or he’s a monarch, or you have this popular sovereignty’s concept. All people are sovereign. No, sovereignty belongs to Allah alone. ... Nobody is obeying Him. Nobody is accepting His commands. Nowhere are His laws enforced. So this is the rebellion. ... He has to suppress this rebellion against Allah subhanahu wa ta’ala. He has to devote his life for the suppression of this revolt and to establish and to restore to Allah subhanahu wa ta’ala the kingship, the sovereignty over this land, because it belongs to Him and Him alone.English original
Sovereignty, authority, rulership is to none but Allah. Depend on Him. He's the lawgiver. Those who want to depend on somebody, don't depend on people who devise laws for you. In some cases, maybe most cases are okay, but in some cases they are devastating. They're destroying the Earth. We need to struggle. This kingdom of heaven on Earth is not going to come while sitting, listening to lectures like this, sleeping on comfortable beds, taking vacations, enjoying the world. It requires dedicated people who can devote their whole entire life for this struggle, for this great noble cause, making Allah Subhanahu wa ta'ala supreme. So that the deen, the system of life, becomes, belongs to Allah Subhanahu wa ta'ala. And this cannot happen, my dear brothers and sisters, without a jama'ah, a disciplined jama'ah, a jama'ah that come together for that particular noble cause and are disciplined enough to make hijrah and jihad in the path of Allah.English original
governments working with them as traitors in the end Islam will triumph and the Deen of Allah will become supreme ... so that he may make this Deen this system this way of life manifest prevail over all man-made systems it doesn't matter what it is secularism communism socialism any of those isms it does not matter the divine guidance will be guidance the divine book will rule one day in sha allah wa ta'alaEnglish original
This requires jihad, and the ultimate jihad is to establish the system of Allah, exalted is He, so that the system of Allah becomes dominant over all the systems.English original
So there's a dire need to establish the system of Allah that is based on equity and equality, It is our duty to establish the deen of Allah. This is our collective objective that we should come together and struggle to establish the deen Allah... So we have to commit ourselves to this cause and do whatever we can to change the system so that the divine order is established... we must commit ourselves wholeheartedly sincerely earnestly with everything we have, with our bodily resources and also our finances to establish the Deen of Allah... I will do whatever I can to make you supreme as my beloved prophet and messenger made you supreme 1400 years ago.English original
so popular sovereignty versus divine sovereignty. This is what we are talking about in regards to this ayah... so that Allah subhanahu wa ta'ala make it prevail over all systems, all man-made systems. So this duty is our duty.English original
So sovereignty belongs to Allah and Allah wants to see that His rule is implemented. Not man's rule, but Allah's divine system is enforced.English original
So the deen of Allah has to be complete and now that the Khilafah is no longer in existence, it becomes Fardain upon every believing Muslim. It becomes Fardain... every sound mature believing Muslim must struggle for Iqamatu Deen because Allah made that imperative upon all of us.English original
to make Allah subhanahu wa ta'ala supreme. This is the mission of Muhammad sallallahu alayhi wasalam and because the Prophet is not with us anymore, his mission now is entrusted upon the believers... The third wall, to make this deen prevail over all systems.English original
So at the political level we must declare that sovereignty belongs to Allah . Sovereignty is to him and him alone. In Al-Hukmu illa lillah. Well he's not sovereign anywhere in the world. Sovereignty belongs to Allah . And number two, no legislation shall be made Repugnant to the Quran and the Sunnah. No legislation in any land of Allah's lands where his deen is established should be against the Quran and the Sunna.English original
however the prophet's mission is far from being accomplished to make this deen manifest over the whole man-made system and we know that the entire political, social economic system in the world today is not that of the sovereign Allah subhanahu wa ta'ala but that of the sovereign of the people popular sovereigntyEnglish original
At the political level, total negation of human sovereignty. The first and most important outcome of Tawheed at the political level is its clear negation of any form of authority for any person or a group of people... Now it is the collective that are sovereign, the collective of the people can make halal haram and haram halal. We have been instructed in numerous places in the Quran that sovereignty and authority belongs to Allah and it is His alone. Surely sovereignty, authority, legislation belongs to none except Allah... Therefore, no person or group of people, tribe or nation has any right to claim sovereignty for themselves.English original
A complete system of politico-socioeconomic justice. In order to implement it, to make it supreme over all the systems of life. That is the purpose of the advent of Muhammad Sallallahu Alaihi Wasallam. Now, this is the third term. … To make the Deen-e-Haq supreme over all the systems of life.
