So all citizens have to pledge themselves to listening and obeying to him, as there was the bay'ah with Abu Bakr, with Umar, with Ali, with Usman Radi Allahu Ta'ala anhum ajma'een. If there is no state, now to bring about a revolution, to establish the state, for that Iqamatud-din, there should be a party. And then, you know, this party is with an Amir. Now you give this pledge of listening and obeying to the Amir of that party. There can be no third condition, theoretically. Either the Islamic state is present or it is not present. Either the Deen of Allah is dominant or it is not dominant.

It's a Deen, the whole politico-socioeconomic system, system of life, way of life. And it needs and demands its establishment as a whole politico-socioeconomic system. For that, you have to have a Jama'ah. That Jama'ah should be a disciplined Jama'ah. ... To establish the Deen as a living, actual reality of a politico-socioeconomic system, you need a revolution, a change of the system. For that, you need a party. For that, you need jihad. For that, you need Hijrah.
